EXPERIENCE SUMMARY

Mr. Stephens has over 40 years of diversified experience in the environmental field, serving as a regulator, consultant and as an industrial representative in both a project management and program management capacity as well as being versed in the environmental aspects of acquisition and divestiture. Industrial areas covered include organic chemical specialties, utilities, agricultural pesticides, fertilizer intermediates, mining, inorganic chemicals, pulp and paper, food processing, resource recovery/recycling, aggregates, construction, coatings and polymers, catalysts, and hazardous waste management and treatment, including incineration from varied industrial and military sources. His fields of competence include business risk management, project management, program management, solid and hazardous waste disposal and remediation, emergency response cleanup, shock sensitive chemical handling and disposal, biological assessments, environmental auditing, environmental assessments, environmental regulation analysis, hydrologic evaluations and community relations. He is a Certified Emergency Response Manager by the USEPA and the Phosphorus Manufacturers Association. He has successfully responded to over 50 transportation-related hazardous materials incidents. He has directed site remediation activities on over 200 sites with contract values in excess of $15 million. He has directed site remediation activities on a GO-CO site to remove active chemical warfare material. He has conducted over 3,000 environmental assessments on sites throughout the U.S. ranging from green fields development to industrial environmental compliance.

1990 – 1991 Branch Manager, First Environment, Tampa, Florida. Responsible for day-to-day management of branch office including supervising and training of personnel, client development, client liaison, technical project management, proposal preparation,
and regulatory analysis.

1986 – 1990 Manager of Environmental Studies, International Technology Corporation, Tampa, Florida.  Responsible for management of environmental projects based in Tampa office. Supervised and directed efforts of geologists, hydrologists, chemical and civil engineers, biologists, chemists, and toxicologists in preparation of contamination assessments, remedial investigations, risk assessments, feasibility studies, and remedial actions in the southeast. Site Manager, Cornhusker Site, IT Corporation, Grand Island, Nebraska. Responsible for site management of a transportable 360 ton/day hazardous waste incinerator with a staff of 45. Project was first on-site thermal treatment project under CERCLA in the United States. Manager of Permitting and Community Relations Group, IT Corporation, Knoxville, Tennessee. Responsible for management of all permitting activities for the Thermal Division, including air, water and hazardous waste permitting requirements. Coordinated  proposal efforts of Thermal Division. Negotiated permit conditions for company and client projects.

1985 – 1986 Manager, Emergency-Remedial-Technical Projects Group, GSX Services,Inc., Greensboro, North Carolina. Responsible for coordination and management of all group activities including supervision of emergency response activities of group, and preparation of proposals, and execution of projects for industrial and hazardous waste projects for government and industrial clients.

1984 – 1985 Vice President, Environmental Analysis Corporation, Richmond, Virginia.  Coordinated and managed all technical phases of consulting firm dealing with private industry in the areas of air pollution, water pollution and solid and hazardous waste.

1978 – 1984 Environmental Control Manager, Phosphorus and Chemical Products Division, Mobil Chemical Company, Richmond, Virginia. Responsible for the environmental integrity of all division facilities, including 50 operating units at 27 division plant locations throughout the U.S. Structured, staffed, and directed an environmental permitting effort to obtain state and federal permits for an 18,000 acre grassroots phosphate mine in Polk County, Florida.

1974 – 1977 Project Manager, PEDCO Environmental Specialists, Orlando, Florida. Managed and performed environmental projects for various industrial clients throughout the U.S., including the Florida Sulfur Oxides Study, Inc. (FSOS).
